Just tap it with a screwdriver and give it another try. Since its in a parking lot you probably can't get under it to jumper the starter to 12v. :See where this gets ya.. I'm sure others will have a few more ideas. Thank you. I'll focus on the starter relay. The car is way TOO low to get to the starter. I thought about push starting, but the parking lot is flat.
